The Mayor (Monsieur Vandeville), the Agent-General for Victoria (Hon. J. McWhae), the Director of Education (Mr. Frank Tate), and the Prefect of the Somme (Monsieur Emery) address the audience. Behind them is a decorative screen, bearing the town's coat-of-arms and the associated names Victoria--Villers-Bretonneux.
This photograph is one of a series that depicts the laying of the foundation stone at Villers-Bretonneux on 16th June 1923 by the wife of the Victorian Agent-General, Mrs McWhae in the presence of Mr and Mrs Frank Tate, their daughter and others. The photo series also depicts the events of the day with the welcome to the Australians, a march through the village, and other events.
